He does go into the garage of the unit block to look for structural integrity. He is often limited in where he can go in the common areas so will go as far as he can without crossing any boundaries. But it is mainly the unit itself he is looking at including the verandah, courtyard (if applicable), outside walls and anything surrounding the unit.
